This article calls for better tenancy rights imposition in the house rent business amidst the challenges of CLIMATE-CHANGE.
Aside
from being the next practical thing to have in the Philippines when starting out as newlyweds, Renting an Apartment in the
country is the most viable choice, THEN. WHAT ABOUT IN THE FUTURE?
Since owning
a real house and lot could take time, with the bureaucracy and complex processes
that make owning a house a “long-wait dream” for individuals, RENTING AN
APARTMENT can arguably be the most practicable strategy for adults who are wary
of their finances, after the wedding expenses are done.
But the physical conditions and structural limitations of renting an apartment, one that serves as a real house unrestricted in space
and conspicuous of modern amenities can, of late take a great deal of investment,
not only on the part of the lessor but also on the part of the renters.
The continuing
challenges of owning an apartment in the city aside from the exorbitant rates given
by lessors of houses; add to this the maintenance upkeep that has to be
provided for both ways, all these present economic realities that make house renting extremely thirsty for a quality home space. Because of the struggles lessees can count on in a country where there is no strict regard
for TENANT’S RIGHTS.
THE CLIMATE
CHANGE sees a need for house renters to have a parcel of space that is live-able,
and climate-friendly. One that can withstand heavy rains, floods, and hot humid
weather.
If location is
a DISPENSIBLE variable for the renters to consider in their selection of house
to rent in, AT LEAST THE ACCEPTABLE STANDARD that must be taken into account is
whether THE HOUSE IS:
· Weather-prepared
·
Flood-Proof
·
And
can defend the stayers from the harsh climate whether indoors or outdoors at
any given date and time.
Below are
some ideas on what adjustments can be done:
AMEND THEIR CALCULATED SPACE TO INCLUDE A PROPER ROOFING AND SHADING. In times of El Nino, tarpaulins and temporary shading won’t go far in taking care of the family (herein the clients of their property being leased). Extreme weather that bounces from hot and rainy, is a real lifestyle challenge.
Buying umbrellas and shading won’t go far in usability and practicality, in as much as the scope and
longevity of the climate compel house owners and renters to ENSURE THAT THE
HOUSE SPACE WOULD BE ABLE TO DEFEND ITSELF FROM strong climates for good.
A PROPER ROOFING WITH WIDE COVERAGE, SITUATED AT THE FAÇADE OF APARTMENTS BEING RENTED OUT IS NOT YET A STANDARD IN ALREADY EXISTING HOUSES BEING RENTED OUT.
But there is a necessity to have this done, if property
developers and lessors are serious in their obligation as competent business
managers of their property.
A NEED TO INTEGRATE WATER STORAGE FACILITIES FOR HOME USE IN CASE THERE IS A WATER SUPPLY INTERRUPTION.
For ordinary house renters, finding an ordinary and accessible water tank to act as a standby reservoir in cases of water shortage is not available for middle-class apartments. THE CLIMATE CHANGE MAKES THIS FEATURE, A COMPELLING NEED FOR HOUSE RENTERS AND LESSORS TO ACT ON, NO MATTER WHAT THE SIZE OF THE WATER TANK IS GIVEN ACCESS TO.
It is not just amenities that hark on luxury or financial capacity, but a matter of preparedness AND CLIMATE DEFENSE.
Having a standby water tank that can assure of potable and clean water for renters' use, would allow a dignity of life, whether there is a climate crisis or not.
AVAILABILITY OF READY MANPOWER TO DO HOUSE REPAIRS AND OTHER MAINTENANCE NECESSITIES.
A solo act style of home/business management won’t work in times of
crisis and ordinary weather temperaments when renters need to adjust their
lifestyle to the direction of what is acceptable and not in times of extreme
weather conditions.
Without excuses and reasons to sway the importance of this towards the
issue of leniency as HAVING A STANDY MANPOWER TO ACT ON REPAIRS OF A USUAL HOME CAN BE
COSTLY AND UNATTAINABLE, FOR THE ORDINARY BUDGET, this must be done in hindsight
when business calls for management integrity and capacity to better serve its
clientele.
Having a house
rental business or a full-scale commercial property to be leased out is not a business
for those with a weak vision and management principles, A house rental business can be considered a social
enterprise as well, one that needs committed management and a property owner who
sees the POV (point-of-view) of the tenant/s, and not just their own need for PROPERTY RENTALS.
WITH THE WAY THE HOUSE RENTAL BUSINESS IS BEING DROVE AS A FAMILY ENTERPRISE THAT IS SUBJECTIVE AND NOT WORKING FOR THE INTERESTS OF THE TENANTS ON A MACRO-PERSPECTIVE LEVEL, tenants are left without an option but to accept the personality-centered nature of HAVING TO DEAL WITH THE INTRICACIES of a house rental business in the country; with the owner getting most of the leniency of acceptance, deciding solely on whether to act or not to act on house property repairs and adjustments.
Most of the time, actions are only a hodgepodge of bandaid solutions that are resounding of complacency and bending towards PRIVILEGE, with the lessors having a mindset of resiliently choosing a need for house repair or resolute action, only when a TENANT is favored or falls under the conditional goodness of the lessor.
